Accessibility of Service Facilities crucial for Daily Life in Bavaria

The main objective of the Bavarian Regional Planning Authorities is to maintain and further promote an efficient system of Central Places even in times of shrinking and over-aging population trends, in order to ensure homogeneous living conditions throughout the entire territory of Bavaria. For the future development of this system it is necessary to analyse and assess the present situation. Therefore, the main task of this study is to analyse the spatial allocation of service facilities which are deemed to be crucial for daily activities, and their accessibility. The study is expected to answer inter alia the following questions:

  • How are the service facilities spatially located throughout the Bavarian territory?

  • Are there any areas in Bavaria experiencing an over-supply (under-supply) of certain types of facilities in relation to the population distribution?

  • How is the spatial distribution of such areas of over- or under-supply?

  • What is the proportion of population experiencing problems in accessing certain types of infrastructures?

  • Are the locations of important infrastructure facilities coincident with the central places, or are there any deviations from the overall planning concepts?

  • Are all central places endowed with the necessary infrastructure facilities, or is there a lack of certain types of infrastructures?


The following types of crucial infrastructure facilities will be analysed in the study:

  • Schools (primary, secondary, high schools)

  • Post offices

  • Job centres

  • Tax offices

  • Banks

  • Medical doctors and dentists

  • Hospitals

  • Pharmacies

  • Police stations

  • Municipalities with total retail areas of more than 400 sqm


The study comprises three major tasks:

  • Geocoding and GIS database: Development of a GIS database representing the spatial locations of service facilities for the entire territory of Bavaria, based on a sound geocoding of all interested facilities.

  • Location analysis: Cartographic, tabular, and statistical assessment of the spatial allocation of all service facilities in reference to the actual system of central places, including their service areas.

  • Accessibility analysis: Analysis of travel time and travel distance patterns for these facilities. For this analysis 100x100 meter grid cells covering the whole of Bavaria are considered as trip origins, while the facilities itself are considered as trip destinations. The Bavarian population is disaggregated from the municipality to the raster level by utilizing land use information derived from ATKIS layers in order to allow for a small-scale assessment of the concernment of population with certain travel times.


RRG is responsible for the geocoding of the infrastructure facilities and for the overall development of the GIS database, and RRG is moreover concerned with the location analysis.
