TRACECA IDEA (2009 - 2012)

Transport Dialogue and Interoperability between the EU and its Neighbouring Countries and Central Asian Countries

Client:  European Commission, EuropeAid (Brusssels)
Partners:  Alfen Consult (Weimar), Dornier Consulting (Friedrichshafen), PTV (Karlsruhe), TRT Trasporti e Territorio (Milano)

This project funded by the European Commission, DG Europe Aid within the framework of the TRACECA Programme (TRansport Corridor Europe Caucasus Asia), is committed to promote the economic and political development of 13 countries in the Black Sea region, the Caucasus and Central Asia through the improvement of international transport links.
Benefitting countries are Armenia, Azerbaijan, Bulgaria, Georgia, Kazakhstan, Kyrgyzstan, Moldavia, Romania, Tajikistan, Turkey, Turkmenistan, Ukraine and Uzbekistan.
The overall goal is to support development of a sustainable, efficient and integrated multi-modal transport system, helping the benefitting countries to turn around their transport systems from fragmented networks to a well integrated cross-border network.
The project comprises six specific objectives:

  1. Strengthening the political and transport dialogue mechanism between the EC and the TRACECA beneficiary countries.

  2. Supporting the implementation of the IGC Long-Term Strategy until 2015 and the related Action Plans.

  3. Contributing to the development and agreement of regional investment plans.

  4. Achieving effective and sustainable coordination with IFIs.

  5. Supporting the implementation of transport investment projects by identifying and assessing individual transport projects.

  6. Achieving effective communication and dissemination.

RRG is responsible and contributes to the following subtasks:

  • Transport database and data collection: The further development and improvement of the TRACECA database is crucial for traffic forecasting and project assessment. RRG will be responsible for the update and improvement of the TRACECA GIS database, and will also assist the beneficiary countries in the data collection.

  • Transport database and traffic forecasting: The identification and assessment of individual transport infrastructure projects is one of the main objectives (Objective 5) of the project. A traffic forecasting model will be applied to model the impacts of proposed projects and to identify and to select the most promising ones. RRG will implement the scenarios and will process the TRACECA database as input to the transport model.

  • Training and capacity building: Staff from the beneficiary countries will be trained during the project lifetime in various disciplines, among others in the usage, update and further development of the GIS database and GIS web applications. RRG will be responsible for the GIS-related and database-related training.
