Rail speeds: Update of datasets for DG Regio

RRG updated and extended data on speeds along railway links for DG Regio of the European Commission. Earlier data processings for DG Regio now have been updated and extended to cover similar data for 1990, 2000 and 2012/13 for the whole of Europe, resulting for the first time in a full time series of speeds along railway sections since 1990. These speeds give the maximum average speeds along rail section, which differ from the technical design speeds which are often communicated by the railway companies.
